COP31: Antalya, Türkiye
The 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC) will convene in Antalya, Türkiye, from 9 to 20 November 2026. COP31 will follow a special partnership arrangement under which Türkiye will host the conference and lead the Presidency Action Agenda, while Australia will lead the formal negotiations in consultation with Türkiye. Taking place at a critical juncture on the path to the GST, the summit brings together Parties, multilateral institutions, sub-national actors, and civil society to accelerate the delivery of the NDC 3.0 aligned with the long-term temperature goals of the Paris Agreement. The COP31 Presidency, led by Türkiye with Australia guiding the multilateral negotiations track, anchors its agenda in transitioning from high-level ambition to bankable execution national climate commitments and project pipelines. A central priority is operationalizing the Climate Implementation Bridge, an initiative designed to eliminate structural bottlenecks and help developing economies convert national adaptation and decarbonization plans into investment-ready pipelines. Concurrently, COP31 seeks tangible momentum on the Baku-to-Belém trajectory, aiming to mobilize the $1.3 trillion annual climate finance target by 2035 while closing the deficit in grant-equivalent adaptation capital.
India enters the summit with its continued commitment to the UNFCCC and targets it has set forth, backed by accelerated renewable deployment, energy storage expansion, and systemic frameworks like the CCTS and Mission LiFE. India exemplifies growth decoupled from emissions. At Antalya, India’s strategic leadership would largely entail discussions around common but differentiated responsibilities and respective capabilities (CBDR-RC), and focus on technology transfer, comprehensive multilateral financial reforms, to ensure affordable capital for developing nations.
