Decentralised management of rural energy interventions: building capacities of Panchayati Raj institutions

The objective of the project is to build capacities of PRIs (Panchayati Raj Institutions) for promotion of energy efficiency, supply, and conservation in the rural areas. The focus would be on building their (PRIs) capacities to assess and plan for energy needs of communities and supervise and manage rural energy projects. As part of its efforts to further the regulatory reform process in India, TERI is organizing a National Conference on 'Regulatory Performance in India: Achievements, Constraints and Future Action' on November 9-10, 2006 at Silver Oak, India Habitat Centre, New Delhi. The event primarily aims to assess the performance of regulatory reforms in India's infrastructure sectors, identify the implementation constraints and draw a roadmap for future action. The objectives are (1) to build current activity profiles of PRIs (Panchayati Raj Institutions) and other stakeholders with respect to NRM (Natural resource Management), (2) to identify drivers of proliferation of local organizations, (3) to determine operational constraints to functioning of PRIs, (4) to study present/potential situations of conflicts that arise due to ambiguity in stake holder roles and responsibilities, (5) to study the policy/regulatory/legislative measures taken to facilitate effective functioning of PRIs, (6) to determine the activities of the PRIs with respect to NRM suRegulatory Impact Assessment Project for CRC, University of Manchester

TERI is a partner of the CRC (Centre on Regulation and Competition), Institute for Development Policy and Management at the University of Manchester, UK. It has already undertaken a detailed exercise of mapping regulation in the telecom and electricity sectors in India also examined the existing framework in the water sector in India, though a formal regulatory mechanism does not exist in this sector. TERI also participated actively in the conferences organised by the CRC in U.K., Philippines and South Africa and presented the work undertaken by it in this project.South-South collaborative study tour to "Explore technology options for Climate Change Mitigation and Adaptation in Maldives"

TERI organised a south-south collaborative study tour for officials from Maldives on exploring technology options for climate change mitigation and adaptation.The aim of the study tour was to identify and discuss the available technologies that may help Maldives in deploying measures for mitigation and adaptation to climate change. The programme introduced the work of TERI and other organisations to key ministries in Maldives and provided capacity building opportunities for key stakeholders on climate change related issues.
