Transport infrastructure promotes and supports economic growth of the country and economic growth, in turn, generates transport demand. The construction of transport infrastructure and the use of that infrastructure to meet transport demand results in the use of energy and emission of CO2 and criteria pollutants. Investment decisions on transport infrastructure as in the case of other investment decisions are based on techno- economic feasibility analysis; they are in addition subject to environmental impact analysis (EIA). EIA usually assesses the impact of the construction and use of infrastructure on natural resources and air quality.
