On the initiative of the Planning Commission, Government of India, the Ministry of New and Renewable Energy (MNRE), Government of India, approached TERI for organizing sensitization visits (for the government officials of the Left Wing Extremism (LWE) affected districts of 8 states), to the solar lantern charging stations set up by TERI under its Lighting a Billion Lives (LaBL) campaign. With an intertwined livelihood dimension, amenable to the unemployed youth, the proposal was essentially conceived with a view to accelerate development in the LWE affected districts of the country.

The purpose of the visits is to demonstrate the socio-economic benefits of a typical decentralized solar photovoltaic application and to understand its feasibility, operation, maintenance and sustainability.
