Compendium and Enforcement Framework for Energy Efficiency Regulations

TERI, in partnership with the Bureau of Energy Efficiency (BEE), is leading a landmark initiative to strengthen India’s energy efficiency ecosystem. This project brings together experts to create a Compendium of Energy Conservation Act, Energy Conservation rules and regulations, updated with the latest amendments, and a systematic compilation of Statutory Orders (S.O.s) as Annexure for easy reference. By consolidating all regulatory instruments into one accessible resource, the project will empower policymakers, regulators, and industry stakeholders to navigate India’s energy efficiency framework with clarity and confidence.

In parallel, and with consultation from BEE’s legal team, divisional teams, and other key stakeholders, the project is developing a practical Operations Manual for enforcement covering Standards & Labelling (S&L) while also identifying regulatory gaps and enforcement challenges. The framework will ensure that non-compliance is addressed in a structured, transparent, and effective manner. Together, these deliverables will enhance transparency, strengthen compliance, and accelerate India’s transition toward a more sustainable and energy-efficient future.
