This policy brief argues that India does not need blanket subsidies for repurposed batteries across all applications. Instead, public support should be targeted where a certified battery can deliver reliable service at a competitive lifecycle cost, yet the market cannot finance deployment without temporary intervention—building on the evidence generated by domestic pilots. Existing government programmes can serve as anchor off-takers, governed by uniform standards for safety, performance, monitoring, and end-of-life recycling.
