Heavy industry sectors, such as steel, cement and chemicals, are highly energy- and emissions-intensive. Putting these sectors on a path to Net Zero will require substantial new investment. Finance is often cited as a key barrier, particularly in emerging economies, where growth in these sectors is expected to be the greatest. Financial assistance, as set out under the Paris Agreement, is one way that developing countries, such as India, can access the support they require. This includes low cost finance, which is especially important for capital-intensive and risky projects.

This paper sets out the current scale of financial assistance for industrial decarbonisation, how much will be needed in future, before setting out case studies on the successful use financial assistance to support industrial decarbonisation. Following from this, it recommends useful models to apply to future assistance, in order to maximise successful projects.
