Battery Assembly and Container Testing: Safety, Global Best Practices and Way Forward

India’s energy transition is entering a crucial phase of rapid battery energy storage deployment. This shift is driven by an ambitious national non-fossil capacity target of 500 GW by 2030 and the escalating need to integrate variable renewable energy while maintaining grid reliability. The Central Electricity Authority’s National Electricity Plan (NEP 2023) projects that national energy storage requirements will surge from 82.37 GWh in 2026–27 to 411.4 GWh by 2031–32, which includes 236.22 GWh of Battery Energy Storage Systems (BESS). As India scales up these utility-scale installations, ensuring system safety, reliability, and resilience has become a critical priority. Recent global and domestic incidents involving battery failures underscore the severe risks of thermal runaway, fire propagation, toxic gas emissions, and system-wide failures when robust safety measures are absent.

Despite notable progress in establishing standards for battery cells and modules, India still faces significant gaps in system-level safety regulation, testing, and certification for grid-scale BESS installations. Unlike comprehensive international frameworks, such as UL 9540, IEC 62933, and NFPA 855, which mandate end-to-end system validation, fire safety, and emergency response preparedness, India currently lacks the dedicated infrastructure required for full-scale fire testing, thermal runaway propagation assessment, and integrated system performance validation.

To address these challenges, this study assesses India’s current standards, testing infrastructure, and regulatory frameworks. By identifying critical vulnerabilities in container-scale fire testing, installation codes, emergency readiness, and certification capabilities, the report outlines a comprehensive roadmap to build a robust BESS safety ecosystem. It proposes actionable steps for developing dedicated testing facilities, adopting international best practices, strengthening regulations, advancing capacity building, and establishing industry support mechanisms.
