Beginning in November 2025, TERI has been assigned to conduct a comprehensive evaluation of works, including previous maintenance executed under the Haryana CAMPA in the years 2018–2023.
CAMPA stands for Compensatory Afforestation Fund Management and Planning Authority. It is a mechanism through which funds collected for the diversion of forest land are used for compensatory afforestation, forest conservation, wildlife protection, soil and moisture conservation, infrastructure development, and other ecological restoration activities. The assessment covers 22 forest divisions across the West, North, South, and Central circles of Haryana, providing an independent evaluation of the ecological, financial, and implementation outcomes of CAMPA-funded interventions.
The study focuses on assessing the long-term effectiveness of activities carried out by the Forest Department and its specialized units, including the Research, Training, Seed, Publicity, and Wildlife wings. TERI’s field teams are undertaking detailed site-level assessments through plantation enumeration, latitude-longitude verification, and scientific evaluation of plantation survival rates. The assessment also includes soil and moisture conservation works, biodiversity-related interventions undertaken by the Wildlife Wing, and infrastructure valuation by technical experts.
Through this ongoing independent assessment, TERI aims to generate evidence-based findings that will help strengthen the planning, monitoring, and implementation of future CAMPA activities. The assessment is supporting transparent reporting, improving accountability, and helping identify both successful interventions and areas where implementation can be strengthened.
The findings from this ongoing project will also contribute to better monitoring of forest restoration, biodiversity conservation, and soil and moisture conservation efforts. Overall, the project will help assess the effectiveness of past CAMPA investments and provide practical recommendations for improving future forest conservation and management.
