Strengthening India’s Innovation Ecosystem: The National S&T Survey

The National Science and Technology (S&T) Survey is a flagship initiative designed to systematically map the resources fueling India’s research and development (R&D) landscape. By capturing high-quality data on expenditure, manpower, and infrastructure, the survey provides the empirical foundation necessary to monitor the national innovation ecosystem and benchmark India’s progress against global standards.

Objectives: Data-Driven Progress

The survey is built upon four strategic pillars aimed at transforming raw data into actionable policy:

  • Comprehensive Data Collection: Systematically gathering metrics on R&D investment and human capital across government, industry, and academia.
  • National R&D Database: Developing and maintaining a centralized, live repository of India’s scientific activities.
  • Indicator Development: Generating critical quantitative benchmarks—such as Gross Expenditure on R&D (GERD)—to evaluate sectoral performance.
  • Strategic Planning Support: Providing the evidence-based insights required for high-level government decision-making and long-term STI (Science, Technology, and Innovation) planning.

Scope and Methodology

To ensure a holistic view of the ecosystem, the survey captures data from approximately 6,000 R&D organizations across three primary sectors:

  • Central & State Government Institutions
  • Private and Public Sector Industries
  • Scientific and Industrial Research Organizations (SIROs)

Data Integrity: Information is collected via a structured questionnaire—available through both a centralized online portal and traditional print formats—to ensure rigorous data submission, validation, and reliability.
