The National Green Shipping Policy (NGSP) is an ongoing initiative led by the National Centre of Excellence for Green Ports and Shipping (NCoEGPS) to develop a comprehensive and forward-looking policy framework for India’s maritime sector. Aligned with India’s national climate goals and the International Maritime Organization’s decarbonization commitments, the project aims to enhance environmental sustainability, global competitiveness, and climate resilience of Indian shipping. Building on the consultative document prepared by Lloyd’s Register for the Directorate General of Shipping (DGS), NCoEGPS undertook a detailed gap analysis and translated global best practices into a nationally tailored, implementation-oriented policy framework.
The project objectives include defining clear pathways for emissions reduction, promoting adoption of green fuels and technologies, improving energy efficiency, strengthening innovation and research, enhancing capacity building and workforce skilling, and establishing robust institutional and governance mechanisms across the maritime value chain.
An inclusive stakeholder engagement process was central to the project, involving multi-stakeholder and sector-specific consultations in June 2025, followed by iterative review of feedback on the draft policy.The final draft NGSP was submitted to DGS and the Ministry of Ports, Shipping and Waterways in August 2025. The expected outcome is a nationally aligned, stakeholder-endorsed Green Shipping Policy with clear implementation pathways, MRV systems, and governance structures, enabling a just and coordinated transition toward low-carbon and sustainable shipping in India.
