The Mahatma Gandhi Institute of Rural Energy and Development (MGIRED) is a Karnataka government-supported institution focused on rural energy, sustainability, and natural resource management through training, research, and advisory services. It conducts capacity-building programs for diverse stakeholders, including local representatives, self-help groups (SHGs), youth, and government officials, with the aim of enhancing awareness and skill development. However, the absence of a structured follow-up system has limited insights into training outcomes. To address this gap, TERI was engaged to assess programs conducted between 2022–23 and 2024–25.

The study evaluates impacts on knowledge, livelihoods, entrepreneurship, and technology adoption, while also reviewing institutional capacity and partnerships. It employs a mix of methods, including surveys, interviews, focus group discussions (FGDs), and field verification. A total of 826 trainees across 13 programs were surveyed from 324 villages in 25 districts using stratified random sampling. The study also produced documentary videos showcasing success stories and institutional initiatives to support future improvements.

This study helps determine whether the programs achieved their intended learning objectives and improved participants’ skills and performance. It also identifies strengths and areas for improvement, enabling organizers to refine future programs. Additionally, the evaluation ensures that resources are used effectively and provides evidence of the programs' overall impact.
