The National Centre of Excellence in Green Ports and Shipping (NCoEGPS) has been established jointly by the Ministry of Ports, Shipping and Waterways (MoPSW), Government of India, and The Energy and Resources Institute (TERI). As a dedicated Co-Action Centre led by TERI, it functions as a national knowledge and coordination hub operating from TERI’s research campus in Gurugram. Guided by internal and external steering committees, NCoEGPS serves as the single-point interface for the Ministry on all matters related to green ports, green shipping, and green vessels.
This Centre is the first of its kind in the country to comprehensively advance the greening and decarbonisation agenda for India’s maritime sector. It aims to bring together diverse stakeholders on a common platform to drive evidence-based policy formulation, targeted research, technology development, and strategic innovation. The Centre’s work includes identifying knowledge and technology gaps, enabling adoption of cost-effective and future-ready green solutions, and supporting the transition toward low-carbon, efficient, and sustainable port and shipping operations.
In addition, NCoEGPS focuses on capacity-building, skill enhancement, and knowledge exchange, ensuring that India’s maritime ecosystem is equipped with the expertise required for a sustainable future.

Objectives & Scope of Work
- To support the maritime sector in advancing Make in India by developing cutting-edge green technologies, products, and systems for ports, inland/coastal water transport, and ship operations.
- To catalyze rapid innovation by proposing practical, scalable solutions that address energy, emissions, and sustainability challenges in ports and shipping.
- To build a pool of skilled professionals, blending theoretical insight with hands-on experience, strengthening the human capital needed for India’s green maritime transition.
- To act as a technology arm of MoPSW, delivering short-term scientific studies and long-term technology development; diagnosing complex maritime problems and co-creating actionable solutions.
- To provide policy and regulatory guidance — advising MoPSW on frameworks, alternate technology roadmaps, and best practices that align with decarbonisation and circular economy principles.
- To drive infrastructure investment and capacity building: developing tools, pilot projects, and demonstration platforms in areas such as electrification, green fuels, carbon capture, and renewable energy.
- To facilitate strategic partnerships: establishing networks with national and international research institutions, ports, shipyards, think tanks, and funding agencies to accelerate green shipping technologies.
- To enable the transition to renewable energy in maritime operations: promoting deployment of solar (ground-mounted, rooftop, floating), wind (on-shore/off-shore), bio-waste-based energy, and emerging ocean-based technologies.
- To position the Centre as a self-sustaining national knowledge and advisory hub by offering technical assessments, policy advisory services, industry-focused research, capacity-building programmes, digital knowledge platforms, and other services to stakeholders including ports, shipping lines, government agencies, and allied maritime entities.
