Climate Change Mitigation: Role of Forests within the Clean Development Mechanism Framework

Forest is the only sector identified by UNFCCC that can both remove and sequester carbon from earth atmosphere. Deforestation is the single largest source with 17% of global Greenhouse Gas (GHG) emissions. The role of forest conservation is undeniable as they are global sinks of carbon.

Under the National Action Plan on Climate Change, the Ministry of Environment and Forest has taken up the Green India Mission which targets treatment of 10 million hectares of degraded landscape through various measures of afforestation and conservation. Further, India needs to sequester an additional 2.5 to 3 billion tonne of carbon dioxide (CO2) by 2030 under NDC target.

Under the Kyoto Protocol, Clean Development Mechanism emerged as a mechanism to compensate the developing countries for the emissions caused by the developed countries. This mechanism allows developed countries to gain credits for financing emission reductions/carbon sequestration projects in developing countries. CDM has the following objectives:

• To assist developing countries who host CDM projects to achieve Sustainable Development
• To provide developed countries with flexibility for achieving their emissions reduction targets, by allowing them to take credits from emission reduction projects undertaken in developing countries
• It enables technology transfer and in turn builds capacity of developing countries.

Under the NAPCC, the Ministry of Environment and Forest has taken up the Green India Mission which targets the treatment of 10 million hectares of degraded landscape through various measures of afforestation and conservation. Further, the Green India Mission aims to achieve enhanced CO2 emissions reduction of 50-60 million tonnes annually by the year 2020.

With the above context, TERI is organising a two-day online training workshop for Forest Service officers nominated by MoEFCC on the theme "Climate Change Mitigation Role of Forests within the Clean Development Mechanism Framework". The workshop will discuss the theory and concepts of CDM in India.
