Rehabilitation of Project-Affected-Families: experience of livelihood restoration

This is the fourth session of the two-day National Conference on the, 'Five Year Journey of The RFCTLARR Act, 2013' held on 25-26 October 2018. The Keynote address, delivered by Dr K P Krishnan, Secretary, Ministry of Skill development and Entrepreneurship, discussed the country's land resource scenario and the expected role of The RFCTLARR Act, 2013 in encouraging efficiency in land utilization. Shri Mahendra Payaal, RPL, Special Projects, National Skill Development Corporation explained the institutional arrangement for imparting skill training in the country and identified some of the skill development option for the involuntarily- displaced people. Shri Pranay Kumar, Managing Director, Consultants for Rural Area Linked Economy critiqued The RFCTLARR Act, 2013 for monetization of the rehabilitation component and suggested that Project proponents can play an important role in facilitating income generation activities for the affected people. Dr Parthapriya Ghosh, Senior Development Specialist, World Bank spoke about the World Bank's policy to avoid and minimize the project's impact on livelihood and insistence on making livelihood restoration a component distinct from the compensation package. Shri Aniruddha Kumar, Joint Secretary, Ministry of Power spoke about the displacement necessitated by power projects and the significant efforts being made by the power sector PSUs to restore livelihoods of displaced families.
