Land Procurement Models: what have we learnt

This is the second session of the two-day National Conference on the, 'Five Year Journey of The RFCTLARR Act, 2013' held on 25-26 October 2018. The Keynote Address delivered by Justice G B Patnaik, Former Chief Justice of India, placed the RFCTLARR Act, 2013 within the context of the constitutional history of the right to property. Justice Patnaik also offered his views on the power of the states to frame Rules on subjects in the Concurrent List and the implications of conflicting interpretations of the retrospective clause of the Act by the two Benches of the Supreme Court.

Shri Subhash Chandra, IFS, Ministry of Environment and Forest and Climate Change enlightened the delegates on the regulatory framework for diversion of forest land for non-forest purposes. Shri Vinay Kumar Singh, Executive Director, National Highways and Infrastructure Development Corporation Ltd. (NHIDCL) spoke about the positive impact of The RFCTLARR Act, 2013 in easing land acquisition for construction of highways and state roads in the Himalayan and north eastern states. Dr D V Giri, Secretary General, Indian Wind Turbine Manufacturers' Association identified the key challenges in leasing forest, revenue and private land for wind energy projects. Dr Meena Vidhani, Deputy Director, Planning, Delhi Development Authority shared the details of the Land Pooling Policy, 2018 notified by DDA to galvanise urban development through pooling of private land.
