Study on Potential Areas of Technological Collaboration between India and Japan and Identification of Key Barriers to Enhanced Technology Transfer
TERI in partnership with Mitsubishi UFJ Morgan Stanley Securities Co., Ltd. (MUMSS) has engaged in a project with the aim to accelerate cooperative activities involving introduction of new technologies, between India and Japan towards promoting the uptake of low-carbon technologies. The study will look to overcome major impediments to technology sharing and collaborative research, development, demonstration, and diffusion initiatives between the two countries include high capital costs involved, institutional and administrative difficulties in developing technology transfer contracts, lack of infrastructure to absorb riskier technologies, limited capacity of recipient firms, concerns of Japanese firms with regard to intellectual property rights (IPRs), and complicated taxation, customs clearance and land acquisition and utilization norms in India. With this background, through an extensive review and analysis of available literature focussing on market and industry data and the current political framework of India, and stakeholder consultations with relevant representatives from industry, government, research and academia, and legal and sector experts; the study aims at identification of potential opportunities of technological and economic collaboration between the industry sectors of the two countries, and an objective review of the challenges faced by the respective stakeholders in this process.
