TERI and CONCOR sign MoU to establish ‘CONCOR – TERI Centre of Excellence for Green and Sustainable Logistics’
New Delhi, March 8, 2025: The Energy and Resources Institute (TERI) and Container Corporation of India Limited (CONCOR) signed a Memorandum of Understanding (MoU) to establish the ‘CONCOR–TERI Centre of Excellence for Green and Sustainable Logistics’. The MoU was signed during the World Sustainable Development Summit (WSDS) 2025 on Friday, in the presence of Dr Vibha Dhawan, Director General, TERI, and Mr Sanjay Swarup, Chairman and Managing Director, CONCOR. The agreement was formalized by Mr Sanjay Seth, Senior Director, TERI, and Mr Ahmed Wasi Khan, Group General Manager (P&S), CONCOR. Also present at the occasion were Mr Shri Prakash, Distinguished Fellow, TERI, and Mr Ajit Kumar Panda, Director (P&S), CONCOR, along with other senior representatives from both organizations.
The CONCOR–TERI Centre of Excellence for Green and Sustainable Logistics aims to advance low-carbon and efficient freight transport in India by promoting a modal shift to railways, developing green rating systems for warehouses, and creating sustainable logistics tools. The Centre will conduct commodity- and sector-specific studies to develop guiding frameworks for optimizing and decarbonizing logistics. It will also facilitate participation in carbon credit markets, support multimodal transport growth, and work towards expanding the commodity basket of Indian Railways. Additionally, the Centre will serve as a platform for knowledge dissemination, represent India’s green logistics initiatives on global forums, and explore commercialization opportunities to drive sustainable freight transport solutions.

On the occasion, Dr Vibha Dhawan, Director General, TERI said, “With the rapidly growing demand for logistics, it is imperative to undertake impact-oriented research to drive a shift towards low-emission operations. Through this partnership with CONCOR, TERI aims to develop implementable solutions that optimize logistics, reduce carbon emissions, and lower overall costs. This collaboration highlights the synergy between sustainability and logistics, ensuring that economic progress goes hand in hand with environmental responsibility.”
Mr Sanjay Seth, Senior Director, Sustainable Infrastructure Program, TERI mentioned, “The logistics sector is at a critical juncture where sustainability must be integrated into its growth trajectory. By partnering with CONCOR, TERI aims to develop strategies that not only enhance efficiency but also align with India’s climate commitments. By combining research, policy advocacy, and industry collaboration, we seek to accelerate the transition toward a more sustainable and resilient logistics ecosystem. This is also an effort contributing to India’s vision under the National Logistics Policy of reducing the logistics costs from 14% to 8% of GDP by 2047.”
