How do we pay for climate change adaptation?

The latest round of international climate change negotiations, COP27, is labelled the "Adaptation COP". The 2015 Paris Agreement recognizes that loss and damage arising from adverse impacts of climate change must be dealt with separately from adaptation. Loss and damage due to climate change is still an inexact science, so the controversy over the scale and nature of assistance for meeting loss and damage is likely.
