“Maritime INDIA @ Net Zero” – NGSP Multi-Ministerial Action Plan and Governance Workshop

The Energy and Resources Institute (TERI) and DG Shipping jointly organised a two-day national workshop titled “Maritime India @ Net Zero: Pathways for Decarbonising Shipping, Ports and Inland Waterways” to facilitate informed dialogue on India’s transition towards a low- and zero-emission maritime sector.

The workshop was designed to present the vision, structure, and implementation architecture of the National Green Shipping Policy; facilitate multi-stakeholder dialogue on NGSP pillars, governance mechanisms, and implementation challenges; identify actionable pathways across policy, technology, finance, capacity building, and international cooperation; and strengthen alignment between national maritime decarbonisation efforts and global best practices.

The workshop brought together policymakers, port authorities, shipping companies, technology providers, financial institutions, and researchers to examine the implications of the evolving International Maritime Organization (IMO) Net Zero framework and India’s maritime climate commitments.

Over two days, the workshop covered the core pillars of the National Green Shipping Policy (NGSP), including policy and governance frameworks, alternative green fuel pathways and energy transition planning, and sustainable ship recycling anchored in circular economy principles. Discussions also addressed port-led and vessel-level decarbonisation, enabling green finance mechanisms, and capacity building through industry–academia collaboration. An international perspective highlighted alignment with IMO frameworks and global best practices to position India within global maritime decarbonisation efforts.

Discussions highlighted the critical role of ports and shipping Companies as enablers of maritime decarbonisation, the need for coordinated action across stakeholders, and the importance of aligning infrastructure development with regulatory and market readiness. The workshop concluded with the identification of priority interventions and strategic directions to support evidence-based policymaking and accelerate India’s transition towards a sustainable and resilient maritime sector.
