Preparation of DPR for Just in Time arrival of Ships and Port Logistics

TERI is undertaking a study in the maritime sector as a part of the National Centre of Excellence of Green Ports and Shipping with the Ministry of Ports, Shipping and Waterways and the Port Authorities of Paradip, V.O.C. and Deendayal. The study aims to identify current procedures of port calls and suggest recommendations for the implementation of Just-in-Time arrival based on case studies across the world. It also aims to quantify the difference of savings in fuel consumption and emissions in a regular port call vs Just-in-Time port calls.

Background

Indian ports handle almost 95% of India’s international trade by volume and 70% in terms of value. As a member country of IMO, India aligns its emission control goals with the global targets and likewise, India’s Maritime Vision 2030 sets targets for the Indian ports to lower the carbon emissions contributed from the cargo handled in the country by 30% by 2030. IMO initiated an initial GHG strategy in 2018 with several short-term, midterm, and long-term measures to control emissions from marine operations, Just-In-Time arrival of the ship is a highly useful short-term measure that involves coordination between ports and ships to exchange digital data for slot allocation thereby allowing ships to optimise their speed during voyages to reach Just-In-Time (JIT) at the destination port. JIT enables vessels to optimise their speed while sailing and could help in lowering GHG emissions during the voyage, supporting the objectives of the initial IMO GHG policy.
