Develop an Emergency Action Plan (EAP) for RSD Project and Shahpurkandi Dam Project and Design Flood Review of Ranjit Sagar Dam Project

The primary objective of the project is to develop an Emergency Action Plan (EAP) for the Ranjit Sagar Dam (RSD) and Shahpurkandi Dam (SPKD) in accordance with the latest guidelines issued by the Central Water Commission (CWC), New Delhi. These guidelines outline the key components required for an effective EAP, including notification flowcharts, emergency detection and classification protocols, inundation mapping, and strategies for emergency preparedness and implementation.

The development of the EAP encompasses a detailed assessment of emergency scenarios, particularly focusing on dam breach situations. The study carried out an in-depth dam break analysis to generate inundation maps that identify the areas, infrastructure, and services at risk downstream in the event of a dam failure. This analysis helped in visualizing flood extents and understanding the potential impacts on downstream communities and assets.

In addition to the dam breach analysis, the study also assessed the Design Flood Review (DFR) of the Ranjit Sagar Dam, ensuring compliance with the methodology and criteria established by the CWC. This comprehensive review was successfully completed, and the findings were accepted and approved by the CWC. The results were shared with the Water Resources Department (WRD), Government of Punjab.

The project, funded by the WRD Punjab, aims to not only provide a framework for immediate emergency response but also ensure long-term preparedness for mitigating the risks associated with potential dam failures, safeguarding lives, property, and essential services downstream.
