Linkages of Biodiversity Management Committees (BMCs) with institutions of community participation and Panchayati Raj institutions

The Energy and Resources Institute (TERI) with Indian Council of Forestry Research and Education (ICFRE) is organising an online webinar on Linkages of Biodiversity Management Committees (BMC) and other local institutions such as Joint Forest Management (JFMC), eco-Development Committees (EDC), and Panchayati Raj institutions for biodiversity conservation and management in India. The webinar will have participation of stakeholders such as representatives of BMC, State Biodiversity Boards, National Biodiversity Authority, Ministry of Panchayati Raj, State Forest Departments, NGOs and more. The webinar will be held on 19th March 2021 from 2.30 PM - 5.00 PM.
The institutions of BMCs and WMCs are under Gram Panchayat, Community Forests Resource Management Committees (CFRMCs) are under Gram Sabha, and JFMCs, EDCs and C&CRs are under SFDs. These different institutions have overlapping mandate and jurisdiction of the common natural resource which creates conflict at the various level of community-based governance for the management and conservation of natural resources such as water, forests, wildlife and biodiversity. JFMCs, EDCs and C&CRs lack community participation in decision making while BMCs, WMCs and CFRMCs lack capacity of technical knowledge and financial management. The webinar would deliberate on the issues of overlapping regulatory regime and multiplicity of institutions.
