Development (OECD) countries and 60 per cent were from non-OECD
countries. The respondents also represented a good geographical
scope with representations from countries of South Asia; East Asia
and Pacific; Europe and Central Asia; America and Caribbean;
Sub-Saharan Africa; and Middle East and North Africa. Figure 1.1
captures the perceptions around the emerging global policy concepts.
Majority of the respondents (86 per cent) felt that low carbon
development has the potential to promote inclusiveness. This is an
issue that has been much deliberated in international dialogues.
