TUGD Convenes a High-level Roundtable on “Transport in Climate Action: National Priorities and Global Expectations for COP30” |

TUGD hosted a high-level roundtable on “Transport in Climate Action: National Priorities and Global Expectations for COP30” on September 26, 2025, in New Delhi, bringing together policymakers, global experts, industry leaders, and financial institutions to chart pathways for transport decarbonization in India and other developing nations. Opening the session, Mr Sanjay Seth, Senior Director, emphasized the urgency of aligning the transport sector with global climate goals as it accounts for one-fourth of global CO₂ emissions. Shri Mahmood Ahmed, Additional Secretary, Ministry of Road Transport and Highways (MoRTH), Government of India, reaffirmed India’s commitment to sustainable growth, highlighting advancements from BS-IV to BS-VI norms and ongoing work towards BS-VII, methanol blending, and CNG expansion. Offering a global perspective, Mr Dan Ioschpe, COP30 Climate Champion, underscored India’s leadership in shaping its transition. Country representatives from Turkey, Norway, Sweden, Kiribati, and Republic of Guinea shared their approaches to transport decarbonization within their Nationally Determined Contributions (NDCs). Ms Shreya Gupta, Research Associate, TERI, delivered the context setting presentation highlighting the urgency to integrate equity, ambition, and finance in climate-aligned transport strategies, with a focus on the principle of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC).

TUGD Delivers Training Session on Urban Planning and Resilient Cities

TUGD delivered a training session on “Urban Planning and Resilient Cities” for diplomats from South Sudan, Somalia, Eritrea, and Libya on August 11, 2025. The session was led by Mr Sanjay Seth, Senior Director, with contributions from Shiren Pandita and Ms Anushree Harde, Associate Fellows, and Ms Sonal Singh, Research Associate. The session was organized by the Sushma Swaraj Institute of Foreign Service (SSIFS), Ministry of External Affairs, Government of India.
The session touched upon the pace of urbanization in the era of climate change, the challenges cities face, and how resilience can be integrated into urban planning. The team also discussed pathways for sustainable and climate-responsive development drawing from TUGD’s on-ground work in India; sharing case studies and best practices that demonstrate the value of inclusive planning, evidence-based policy, and decisive climate action.

| TUGD Celebrates World EV Day with the EV Users and Digital Launch of Position Paper on EVs |

TUGD celebrated World EV Day on September 9, 2025 – by bringing together EV champions to discuss India’s clean mobility future. The meet-up convened industry leaders, policymakers, EV owners, and enthusiasts for dynamic discussions on India’s evolving electric mobility landscape, highlighting milestones achieved, barriers that remain, and opportunities ahead.
A key highlight was the release of TERI’s position paper, “Let’s Electrify – Accelerating Electric Vehicle Adoption and Awareness in India.” The paper maps the current EV ecosystem, identifies adoption challenges, and presents actionable solutions for scaling clean mobility. It emphasizes consumer awareness, government incentives, infrastructure growth, and technological innovations with a focus on private vehicles as a driver of long-term transport sustainability.

| TUGD Shares Insights at the Kerala Urban Conclave 2025 |
|
TUGD participated in the Kerala Urban Conclave 2025, held from September 12–13, 2025 in Kochi, contributing to the broader dialogue on “Aspiring Cities, Thriving Communities.” Ms Shiren Pandita, Associate Fellow, spoke during the session “Resilient Futures for Kerala: Linking Assessments, Innovations, and Regulations in Urban Planning,” where she shared insights from TUGD’s work on climate vulnerability assessments and urban risk evaluation methodologies. Her presentation focused on how cities can systematically assess climate vulnerabilities and integrate these insights into urban planning frameworks. Drawing from TERI’s research, she outlined approaches for translating climate science to actionable resilience strategies tailored for Indian cities.

TUGD participated in the 10th Governing Body Meeting of the Indian Metro Rail Organizations' Society held on July 20, 2025. India's metro network aims to expand from the current 1,000 km to 5,000 km by 2047 under the Viksit Bharat 2047 plan. Mr Sharif Qamar, Fellow & Associate Director, speaking at the event emphasized the need for integrating emission inventorization and embracing low-carbon engineering and non-engineering methods and materials during the construction phase of metro systems in India. As part of the study, TERI is developing an easy-to-use LCA Tool and a Dashboard, along with undertaking capacity building sessions with the metro engineers and officials from across India.

| TUGD as Knowledge Partner for the First National Conference on Fly Ash Utilization & Transportation |

TUGD served as knowledge partner at the first-ever National Conference on Fly Ash Utilization and Transportation held on August 25, 2025, organized by NTPC Limited and Indian Railways, which brought together producers, users, regulators, facilitators, and research organizations to chart the future of sustainable fly ash management in India. The conference served as an open forum for all stakeholders to share their concerns, challenges, and suggestions, and collectively deliberate on practical solutions for sustainable utilization and transportation of fly ash.
Mr Sharif Qamar, Associate Director, delivered a context-setting presentation titled “Groundwork for the Future: Sustainable Transport and Utilization of Fly Ash.” His talk touched upon the current status of fly ash generation and utilization, the regulatory framework, and the growing role of Indian Railways in transporting fly ash over long distances. Drawing from international case studies and Indian experiences, he underlined the critical importance of not just transport, but the development of an efficient logistics chain to enable large-scale and sustainable utilization of fly ash. This dialogue marks a significant step towards aligning policy, infrastructure, and industry action for sustainable fly ash utilization and transportation in India.

TUGD Participates in the State-level Inception Workshop in Chennai, marking the beginning of a strategic collaboration between Tamil Nadu Green Climate Company & UK PACT |

TUGD participated in the workshop aimed to align initiatives in Erode & Thoothukudi with TN's climate goals and urban planning and mobility priorities under the TN Climate Change Mission on August 22, 2025. It also set the stage for joint efforts in technical cooperation, policy support, and capacity building to drive inclusive, low-carbon, and resilient urban transitions across the state. This was part of the larger piece of work proposed to be delivered through UK PACT on urban planning & mobility with – CEEW, ITDP, IIT Madras, Cenex, and TERI.
A significant milestone of the event was the exchange of letters between TNGCC and UK Govt., symbolizing a transformative partnership to decarbonize the urban sector through innovation and joint action.

Mr Piyush Saxena, Associate Fellow, TUGD, delivered a technical session on “Decarbonizing Transport Sector in India: Challenges & Opportunities.” Drawing on TERI’s recent studies, he underscored the critical role of fuel efficiency, clean technologies, and sustainable mobility solutions in accelerating India’s low-carbon transition. He also showcased the '10Is framework' for Decarbonizing Transport in India, outlining integrated strategies for the sector’s sustainable transition.

TUGD’s Mr Sharif Qamar, Associate Director, delivered a presentation on “Decarbonization and Circularity Trends: Context in India” at the Mercedes-Benz India Sustainability Dialogue India on September 3, 2025.
The presentation highlighted the current state of India's energy transition and the circularity of batteries in the Indian ecosystem. Key learnings from Europe were highlighted such as obligations, producer responsibility, and traceability. The presentation emphasized the crucial role of partnerships and highlighted recommendations such as market development, standardization, and policy initiatives.
The event’s highlight was the release of policy brief “EV Charging in India: Ecosystem Perspectives and Skilling Opportunities,” co-developed by Mercedes-Benz Research & Development India and TERI. The report dives into critical skill gaps—like installation, testing, IoT integration, and more—and emphasizes the need for standardized, advanced training to build a capable workforce as India’s EV charging ecosystem scales.

| TUGD Participates in the India Clean Transportation Summit 2025 |

TUGD participated in the India Clean Transportation Summit 2025 organized by the International Council on Clean Transportation (ICCT) on August 25, 2025. Mr Sharif Qamar, Associate Director, TUGD, represented TERI in the panel discussion “Creating robust supply chains for EV manufacturing in India.”
TUGD contributed to the discussion by highlighting India’s uniqueness as an example—where awareness about electric vehicles had to first be established and busting myths regarding electrification of vehicles. Additionally, the discussion also added that instead of displacing jobs, the EV transition will transform them; creating new opportunities while requiring adjustments in skills.
Mr Sharif Qamar also participated in the panel discussion on the “Role of the Private Sector in Accelerating ETruck Adoption in India.” The discussion was primed on the role of private sector involvement in advancing heavy-duty electrification and overcoming ecosystem challenges. Key observations ranged around high upfront cost barrier, requirement of land, strong grid connections, and interoperability for charging and initial adoption from the mining, cement, and port sectors.

| TUGD Hosts “Future-In-Charge: Skilling Program for India’s Charging Infrastructure” |

TUGD hosted the skilling programme, “Future-In-Charge: Skilling Program for India’s Charging Infrastructure” on July 2, 2025, at the TERI Gram. The programme was a joint initiative by TERI; Mercedes-Benz Research and Development India; Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India; Indian Institute of Technology, Delhi; and EVI Technologies. The session had multiple contributors from different organizations such as IIT Delhi, EVI Technologies, and TERI. The session’s keynote address by Dr Bijaya Ketan Panigrahi, Professor (IIT Delhi), emphasized on the strategic importance of EV-related skill development in India. With EV technology rapidly integrating AI, IoT, and data-driven systems, a skilled workforce is crucial for managing smart charging infrastructure.
Mr Sanjay Seth, Senior Director, TUGD, delivered the keynote address, stressing the urgent need to bridge the skill gap for effective EV charging infrastructure deployment. The programme closed with valuable insights on the practical challenges in EV infrastructure.
Mr Sharif Qamar, Associate Director, TUGD, reinforced this, noting that the shift to electric mobility isn't just technological, but also a massive opportunity for job creation across various sectors.
Ms Megha Chauhan, Project Associate, TUGD, led a session on “EV Skilling and Policy Overview in India.” The session highlighted the growing need for workforce skilling in the shift towards electric vehicles and stressed the significance of well-structured policies to drive faster adoption and boost domestic EV production across the country.

Mr Sharif Qamar, Associate Director, TUGD, participated in a roundtable organized by the Services Export Promotion Council (SEPC) India on August 2, 2025. The roundtable was conducted to bring together industry leaders, policymakers, and experts to deliberate on: strategies for greener & efficient logistics, integrating sustainability with global trade opportunities and enhancing India’s competitiveness in export services through logistics innovation.
TUGD represented by Mr Sharif Qamar has also been selected as a member of the SEPC Climate Finance Committee. The committee is a dynamic platform designed to drive climate-linked investments, policy innovation, and cross-sector collaboration for a greener, more sustainable future.
The committee aims to accelerate India’s sustainability vision through innovative financial mechanisms, knowledge sharing, and actionable strategies.
