TUGD organized the Handover Event as part of project Transformative Climate Action using Participatory data driven decision making platforms (T-CAP) on May 15, 2025 in Visakhapatnam, in collaboration with NIUA and UNU-EHS, marking the culmination of the Vizag-Prajamukhi Urban Living Lab (V-PULL) initiative.
The event formally handed over digital platforms, participatory tools, and knowledge products to key city stakeholders to strengthen long-term urban climate resilience. The launch of the V-PULL Charter and the report “People. Process. Progress.” reflected the participatory methodologies used throughout the project. Demonstrations of the V-PULL website and GVMC Mobile App illustrated tools for climate risk mapping, feedback loops, and citizen-led planning.
TUGD emphasized the role of Urban Living Labs in fostering inclusive governance through digital innovation, co-creation with local communities, and institutional alignment. The handover marked a key milestone in participatory climate action, showcasing how city institutions, academia, and civil society can collaboratively drive resilient and low-carbon urban transformation.

| TUGD Organizes a Stakeholder Dialogue and EV Expo at Naroda GIDC |
|
TUGD organized a dynamic Stakeholder Dialogue on ‘Strategic Roadmap for Sustainable Industrial Transport’ on June 20, 2025, in Ahmedabad in collaboration with the Naroda Industries Association (NIA). The event convened key stakeholders from policy, industry, GIDC, and EV OEMs to chart actionable strategies for decarbonizing transport within industrial estates. TUGD also launched report on ‘Transition Roadmap for Sustainable and Efficient Transport for GIDC Naroda,’ outlining clear, implementable pathways for cleaner logistics and improved operational efficiency.
The event was complemented by a 2-day EV Expo (June 20–21) at GIDC Naroda, where leading OEMs—TATA Motors, Mahindra Last Mile Mobility, Atul GreenTech, Euler Motors, and Cubenz—exhibited electric cargo vehicles and related services. The expo offered live EV demos and created valuable opportunities for collaboration between industries and clean-tech providers.

| TUGD Conducts Policy Dialogue on Climate-Sensitive Urban Planning in Goa |
|
TUGD conducted a Policy Dialogue on ‘Mainstreaming Climate-Sensitive Urban Planning in Goa’ under the project Urban-Act on May 30, 2025. The event brought together officials, planners, and civil society to discuss integrating climate resilience and low-carbon strategies into urban planning. Mr Sanjay Seth, Senior Director, Sustainable Infrastructure Programme (SIP), TERI, highlighted Goa’s vulnerability to climate change and the importance of sustainable, inclusive planning. Shri Sanjit Rodrigues, IAS, MD & CEO, Imagine Panaji Smart City Development Limited (IPSCDL), stressed the need for ground-level action beyond policies. Mr Sebastian Markart, GIZ India, called the dialogue a platform for collaboration and practical policy alignment. Ms Vertika Dagur, Chief Town Planner, Goa, emphasized implementation of green building norms and scientific zoning. Dr Pradip Sarmokadam, Goa Biodiversity Board, advocated for ecosystem-based planning and wetland conservation.
The sessions covered spatial planning, governance, community participation, and climate finance. Through this dialogue, TUGD stressed the need for data-driven decisions, integrated institutional frameworks, and inclusive participation for a climate-resilient urban future in Goa.

| TUGD Presents Work on EV Efficiency and Policy of India at EVS38 in Sweden |
|
TUGD presented work on EV Efficiency and Policy in the 38th Electric Vehicle Symposium (EVS38) held in Gothenburg, Sweden, from June 15–18, 2025. Mr Sharif Qamar, Associate Director, TUGD, spoke at the session titled ‘Global South Leadership in ZEV Supply-Side Regulations’ on June 18, highlighting India’s emission norms for M1 and HDV categories. Mr Qamar emphasized the role of supply-side regulations, long-term policy stability, and public procurement in advancing EV manufacturing ecosystems. The session also discussed opportunities for South–South and EU–Global South collaborations to strengthen critical mineral supply chains. His participation enhanced TERI’s global visibility and opened avenues for future partnerships in clean mobility.

| TUGD Presents Roadmap for Fleet Electrification to the Department of Posts |

TERI presented its study titled, ‘Roadmap for Fleet Electrification of the Department of Posts (DoP)’ to Shri Dushyant Mudgal, Deputy Director General, and the DoP team. The presentation highlighted the current composition of DoP’s postal fleet and proposed a phased transition strategy to electric vehicles (EVs). Developed through extensive field visits across six cities, the study assessed vehicle utilization patterns, cost implications, and potential emission reductions. A tailored roadmap was also shared for electrifying Mail Motor Service operations to aid strategic decision-making. TERI’s recommendations build on the success of DoP’s pilot EV deployment in Delhi, which has shown encouraging results and laid the foundation for nationwide fleet decarbonization in the postal sector.

TUGD represented in the Entrepreneur India EV Show 2025 – 5th Edition, held on June 27–28, 2025, at the Chennai Trade Centre. Mr I V Rao, Distinguished Fellow at TERI, contributed his deep technical and industry expertise in two pivotal sessions focused on accelerating India’s clean and smart mobility future.
In the first session, ‘Revolutionizing the Electric Vehicle Experience: Advancing EV Technology, Autonomous Driving & User-Centric Design,’ Mr Rao joined industry leaders to discuss next-generation EV technology, integration of advanced software, the rise of autonomous driving, evolving safety regulations, and the importance of user-centric design and connected systems.
In the second session, ‘Transforming India’s Mobility Landscape: Global Insights and Strategic Solutions for a Sustainable EV Ecosystem,’ Mr Rao moderated a high-level dialogue with key stakeholders to address India’s EV infrastructure gaps, employment generation, and lessons from global best practices to mainstream electric mobility nationwide.

TUGD participated in the Kick-Off Meeting and Stakeholder Consultation for the PACT-Digi-PULSE project on May 6, 2025, jointly hosted with IIT-Madras, ITDP-India, and CENEX in Thoothukudi.
The consultation marked the formal launch of the UKPACT (Partnering for Accelerated Climate Transitions) -funded initiative which focuses on developing climate-integrated urban mobility strategies for Tier-2 cities, with Thoothukudi as the pilot city. It broughttogether consortium partners and key stakeholders to discuss sustainable urban development strategies. The event focused on Thoothukudi’s city development plans, environmental goals, and long-term climate vision. TUGD emphasized the importance of integrated planning, data-driven decision-making, and collaborative governance in shaping low-carbon, resilient urban futures.

TUGD featured in an interview on Delhi’s EV Policy 2.0, where Mr Sharif Qamar, Associate Director, TUGD, TERI, shared key insights on the city’s readiness to advance electric mobility. In the interview held on April 15, 2025, Mr Qamar emphasized that Delhi is well-equipped to scale EV adoption across various vehicle segments. He stated, “with robust charging infrastructure and vehicle categories ranging from two-wheelers to electric trucks, Delhi is well-positioned to achieve 30–40% EV penetration.” He further highlighted the dual benefits of electrification for both transport efficiency and public health, adding, “EVs are key to achieving clean air quality in urban spaces.” TUGD, through this engagement, continues to underscore the importance of policy-driven transitions and integrated infrastructure planning in enabling sustainable urban transport ecosystems.

TUGD presented in the EV100 India Conclave 2025 on 15 May 2025, where Mr. Piyush Saxena, Research Associate, co-presented alongside representatives from the International Council on Clean Transportation (ICCT), Mr Aviral Yadav, (ICCT) and Mr Abhijeet Singh, Advisor, Climate Group, in a session focused on Supply-Side Regulations (SSR) for freight decarbonization. The session was held as part of the conclave organized by the Climate Group, E-Fast, and NITI Aayog, which explored SSR as a strategic policy instrument to reduce emissions from the freight sector. The speakers emphasized how regulatory approaches can drive adoption of cleaner technologies, enhance business competitiveness, and promote sustainable logistics. The ICCT served as the session partner, contributing to dialogue on low-emission freight pathways for India.

| TUGD Conducts Training on Goa’s Spatial Planning with SPA Bhopal Workshop |

TUGD, TERI conducted a technical training session on ‘Goa’s Spatial Planning Practices and Recommendations’ on June 11, 2025, as part of the Capacity Building Workshop organized by GIZ in collaboration with the School of Planning and Architecture (SPA) Bhopal under the project Urban-Act in Goa.
The session provided participants with a comprehensive overview of Goa’s spatial planning landscape, contextualized within the state’s growing climate vulnerabilities. TUGD presented critical insights on the regulatory underpinnings of the Regional Plan 2021, challenges posed by unregulated growth and coastal erosion, and the gaps in current planning mechanisms.
The session also introduced innovative tools such as premium FSI incentives for green infrastructure, targeted Transferable Development Rights (TDR) strategies, and climate-resilient zoning measures. Through this training, TUGD emphasized the urgent need to strengthen institutional capacity, integrate climate risk assessments into master planning, and promote cross-sectoral coordination to build resilient urban futures for coastal regions like Goa.

TUGD represented at the FE Mobility Awards 2025, where Mr I V Rao, Distinguished Fellow, as a jury member and shared his industry expertise on advancing India’s clean mobility landscape, held on April 30, 2025, in New Delhi. Organized by The Financial Express, the awards celebrated innovation, sustainability, and decarbonization across India’s mobility sector — recognizing progress in electric mobility, smart logistics, and green automotive technologies.
Bringing deep industry and technical expertise, Mr Rao played a key role in evaluating nominations for categories such as zero-emission vehicle innovation, low-carbon freight, and enabling policy and infrastructure measures. | TUGD Conducts Multiple Site Visits to CONCOR Inland Container Depots |

TUDG conducted multiple site visits to Inland Container Depots (ICDs) at Dadri and Tughlakabad as part of the initiatives under the Centre of Excellence (CoE) for Green and Sustainable Logistics. Two visits were held at ICD Dadri on June 19 and July 4, 2025, and one at ICD Tughlakabad on July 8, 2025. TUGD is providing technical support to CONCOR across multiple projects, including the deployment of low-emission vehicles, development of EV charging infrastructure at ICD Tughlakabad. The site visit helped the TUGD team to identify data needs, nodal contacts, suitable areas for deploying low emission trucks and EV charging infrastructure. The visit also enables the team to understand on-ground operational workflow and assess existing facilities for planning low emission interventions
