Steering Committee

Composition
An independent steering committee has been set up to oversee the entire study and provide strategic direction to the assessment process. The Steering Committee comprises a broad based group of experts having in-depth knowledge of the issues involved in the assessment program.

Prof. Yoginder K Alagh
Prof Y K Alagh was the Member of Parliament, Rajya Sabha (India) from 1996-2000. He has been Minister of State (Independent Charge) for Power and Science and Technology, and earlier Planning and Programme Implementation, and Member Planning Commission (in the rank of Minister of State). He is a Member of several national and international committees. Prof Alagh holds a Doctoral Degree in Economics from the University of Pennsylvania and Master’s Degree in the same subject from that University, and the University of Rajasthan. He has several books and over a hundred articles to his credit published both in India and abroad. He has been Chairman, Agricultural Prices Commission of India, Director, Sardar Patel Institute of Economics and Social Research and Chairman of the Economics Group of Indian Institute of Management Calcutta.

Prof. K J Nath
Prof. K. J. Nath was Director of the All India Institute of Hygiene and Public Health-- a premier institute for public health issues based in Calcutta in India. Prof. Nath has worked for nearly 38 years in the field of environmental management and has carried out assignments for WHO, the World Bank, and UNICEF. He has completed a number of important research studies and project reports on solid waste management, sanitation, community water supply, waste water and industrial effluent analysis and treatment, and resource recycling.

Dr Ashok K Keshari
Dr. Ashok K. Keshari is an Associate Professor in the Civil Engineering Department of the Indian Institute of Technology, New Delhi. He was awarded the INAE Young Engineer Award 2000, at New Delhi. His areas of expertise include:Groundwater Flow & Pollution Modeling, Remote Sensing & GIS Hydrology, Optimization & FEM Impact.

Mr Gourisankar Ghosh
Mr Ghosh was till October 2006 the Executive Director of Water Supply and Sanitation Collaborative Council, Geneva. Prior to 2001, he was the Chief of Water Environment and Sanitation cluster in UNICEF, New York for nearly a decade. He was the architect of the current UNICEF water policy. He was also the Chair of the UN ACC Sub-Committee on Water through 1998-2000 and developed the concept of the World Water Development Report. He was one of the two plenary speakers leading the theme of water and sanitation in the water session in the UN World Summit for Sustainable Development (WSSD) held in Johannesburg in August, 2002. A former member of the Indian Administrative Service, Mr. Ghosh is a Geologist and Development Economist by academic training. He was also the Secretary, Health as well as the chairman of Gujarat Water Supply and Sewerage Board to Government of Gujarat. He was the founder director of the Rajiv Gandhi National Drinking Water Mission, Government of India 1986-1991. Mr. Ghosh is a Fellow of International Water Academy, Oslo; Indian Institute of Hydrology, Roorke; Indian Earth Science Academy. He has several papers and a book to his credit. He was a recipien of the President of India Silver medal for meritorious service.

Role
The steering Committee would have two primary roles: (i) Endorsing the selection of plants for assessment and approving the methodology, and (ii) Monitoring progress of work

The specifics of these roles include endorsing the:
Criteria for selecting the sample of facilities for detailed study
Procedures on environmental monitoring and management
       - Effluents – treatment and disposal
       - Laboratory specifications
Procedures on water monitoring and management
       - Raw water input quality
       - Process water input quality
       - Plant water balance
       - Laboratory specifications
Procedures/methodology for examining community concerns
       - Community perception of groundwater drawdown in relation to extraction by Coca Cola facility
       - Other water resource management concerns – groundwater contamination by effluent
Communication strategies
Documentation and Reporting systems

The steering committee periodically will review processes, work completed, and any trouble-shootings throughout the assessment process. The committee will identify critical points; recommend possible solutions for refining the ongoing assessment.
